About Us
Founded in 1981, Smith, Watts & Hartmann is a full service advocacy and consulting firm specializing in transportation, energy and resource work. The firm currently manages a broad range of state government advocacy and transportation consulting activities for both public and private sector clients throughout California.

Clients include city and county governments, county transportation agencies, major manufacturers, private energy, transportation and resource companies, as well as major land developers. Our client engagements are well known for being innovative, creative, aggressive and well managed from concept to full implementation.

SWH is a limited liability corporation, incorporated in the State of California and consists of three partners, D.J. Smith, Mark Watts and Audra Hartmann, who offer more than 65 years of program based administrative, regulatory and advocacy experience, with special emphasis on the subject of transportation and energy. 

DJ Smith initiated the company in 1982 and has operated continuously since then, Mark Watts joined the firm in 1999 and Audra Hartmann joined the firm in 2015.

We are supported by two executive assistants who aid in the tracking and monitoring of legislation. They also provide assistance with scheduling appointments with Legislators and their administrative staff as well as clientele, as necessary.

Mr. Smith, Mr. Watts and Ms. Hartmann have been in the public and private sector working on transportation and energy programs, projects and policies for a composite of 70 years between them.  Unlike most Sacramento advocacy firms, Smith, Watts & Hartmann (SWH) also has a great deal of experience working with public and private development teams on local and regionally significant transportation and energy construction projects or programs outside of California's State Capitol.  These efforts involve SWH providing strategic consulting advice on implementation issues dealing with environmental, design, management, and financing of such projects.
